Do the apps work without an internet connection?

Yes. The full law text in all three apps — NY Penal, NY VTL, and the combined Android edition — is stored on your device, so search, favorites, and reference tools work completely offline — in a dead zone, a basement, or anywhere else the job takes you.

How much do the apps cost?

All three apps are free to download. Full access is by subscription: on iOS, NY Penal is $14.99/year (“NY Penal Yearly Subscription”) and NY VTL is $9.99/year (“NY VTL Annual”), as listed on the App Store; the Android edition, NY Penal & VTL, is free to download on Google Play with a subscription for full content. Subscriptions renew automatically unless cancelled in your store account settings.

Which devices do the apps run on?

NY Penal and NY VTL run on iPhone and iPad with iOS 17.6 or later, and both are optimized for iPhone Duo, Apple’s foldable iPhone — adapting to the 5.4-inch outer display when folded and the 7.6-inch inner display when unfolded. How is the law kept up to date?

The apps are updated to reflect current legislation. NY Penal’s latest update (v2.8, October 2026) added Penal Law Article 280 and brought the firearms definitions in § 265.00 current; NY VTL is at v6.4 (September 2026). Turn on automatic updates in the App Store to always have the newest version.

Do I need both apps?

If your work is purely traffic, NY VTL is your daily driver. If it’s purely criminal law, start with NY Penal. Patrol officers generally keep both — a single stop can move from a VTL charge to a Penal Law charge in minutes.

Can I rely on the apps in place of the official law?

No — and they don’t pretend otherwise. NY Penal and NY VTL are informational reference tools. They don’t replace the official New York State law, your department policy, or prosecutorial guidance. Always verify codes and elements before issuing citations or taking action.
